The press release I read said he would retire to a monastery to reflect and would in no way be a part of future policy or decisions.
Keyword being 'related'. Occurences from 2010 and before or after could have lead to future and present occurences, and as such leading to a resignation in 2013.
When I found out, I called my some family members who are Catholic. They were pretty shocked. They said the Pope has health issues and was rapidly deteriorating.
I think(personally) they need a younger pope. Some one who can get out there and really lead from the front lines, instead of sitting in their City-State.

In an interview with his brother he said he was just not able to perform his duties as well as he should and had decided he couldnt go on in the position.
